Vietnam, European Union hold third Defense and Security Dialogue

( - On May 12, the third Vietnam - European Union (E.U.) Defense and Security Dialogue was held online under the co-chair of Vietnamese Deputy Defense Minister Senior Lieutenant General Hoang Xuan Chien and Ms. Benedikta Von Seherr-Thoss, Managing Director for Common Security and Defense Policy (CSDP) and Crisis Response under the European External Action Service (EEAS).

Senior Lieutenant General Hoang Xuan Chien emphasized that over the past time, despite the impact of the COVID-19 pandemic, the bilateral relationship has been paid attention to by senior leaders of the two countries and maintained development momentum, shown in the participation of Prime Minister Pham Minh Chinh in the summit to celebrate the 45th anniversary of ASEAN - E.U. relations in December 2022. The visit contributed to fostering the ASEAN - E.U. strategic partnership in the fields of economy, trade, and climate change response, among others. Senior Lieutenant General Hoang Xuan Chien affirmed that Vietnam always supports E.U. and its members’ efforts in maintaining peace, stability, cooperation, and development in the region. He also stated that Vietnam always attaches importance to developing comprehensive partnership and cooperation, including the defense ties, with E.U. and its member countries.

For her part, Ms. Benedikta Von Seherr-Thoss emphasized the importance of ASEAN, the Indian Ocean, the Pacific region, and especially Vietnam to the E.U. She affirmed that the cooperative relationship between Vietnam and E.U. has developed in many fields over the past 30 years, including defense cooperation.

At the dialogue, the two sides agreed to assess that over the past time, the defense cooperation between Vietnam and the E.U. and its members has continued to be implemented effectively, in accordance with the E.U.-Vietnam Comprehensive Partnership and Cooperation Agreement (PCA) and the agreement on the establishment of a framework for Vietnam’s participation in crisis management activities of the E.U. They have achieved many positive results in defense and security dialogue, training, United Nations peacekeeping operations, and settlement of war legacy. Regarding cooperation in U.N. peacekeeping operations, the two sides highly appreciated the close collaboration of E.U. experts at the Vietnam Department of Peacekeeping Operations in raising the quality of Vietnam’s U.N. peacekeeping training courses.

In the time to come, the two sides agreed to foster exchange and meetings of delegations at all levels, effectively maintain the annual Vietnam - E.U. Defense and Security Dialogue mechanism, strengthen cooperation in training, settlement of war legacy in Vietnam, and U.N. peacekeeping operations. Notably, the Vietnamese Ministry of National Defense expected EEAS to pay attention to and support the deployment of Vietnamese officers to E.U.’s training mission, send its experts to enhance Vietnamese peacekeepers’ capabilities, and support Vietnam’s peacekeeping training center.

At the event, the two sides exchanged their views on regional and international situations of mutual concern. Senior Lieutenant General Hoang Xuan Chien emphasized that Vietnam always supports the E.U. to foster cooperation with the region to maintain security, peace, stability, and development on the basis of respect for international law, independence, sovereignty, territorial integrity, political institutions and non-interference in the internal affairs of countries.
