ActionsAction program on sustainable economic development issued
(Bqp.vn) - The Government has recently released an action program to implement the Party Central Committee’s resolution on rapid and sustainable economic development.
The resolution was passed at the 4th plenum of the 10th Party Central Committee on some major guidelines and policies for rapid and sustainable economic development after Viet Nam becomes a member of the World Trade Organization.
The action program was composed on the basis of reviewing, updating and supplementing contents and tasks when Viet Nam is carrying out the Socio-Economic Development Strategy (2011-2020) which chiefly focuses on economic restructuring, growth model transformation, and comprehensive international integration.
Resolving overlapping documents
Under the fresh action program, ministries, ministerial-level agencies, municipal and provincial People’s Committees, and SOEs are in charge of effectively implementing and fulfilling Viet Nam’s international commitments; regularly reviewing and systematizing legal documents to abolish overlapping and inappropriate regulations; and proactively negotiating bilateral and regional free trade agreements in favor of Viet Nam’s practical benefits and demands.
In addition, the reform of administrative procedures especially in the areas of investment, export and tax as well as IT application in management and administration must be accelerated.
Legal documents, new policies, management mechanisms, processing steps, work deadlines, and public services must be published in open and transparent manner on websites of competent ministries, agencies.
Improving national competitiveness
The action program sets out the tasks of improving national competitiveness and product quality by effectively realizing the Master plan on economic restructuring in association with the transformation of the growth model towards higher quality, efficiency and competitiveness in the 2013-2020 period; bettering the investment and business environment; raising investment efficiency, quality of public debt management; launching trade, investment and tourism promotion programs; developing e-commerce; and expanding export market.
Each products and industries must have specific development plans and strategies in association with the building of national brand names.
The action program also looks to boost components of the market economy and strengthen investment in modernizing agriculture and developing rural areas.
