The VPA and Environment Protection Strategy in the process of international intergration

(Bqp.vn) - Enviroment plays an important part in human life and species; economic development, the culture and society of the country, nation as well mankind. In the early stage of the 21st century, we are currently dealing with variety of environmental matters, which brings adverse effects to existence and development of the human such as: global climate change, ozon depletion, increasing greenhouse effects; droughts and floods; wildfires; technical breakdowns of environment harm, biodiversity losses, water scarsity, and natural resource depletion.

 Environment protection, rational use of natural resources for social and economical sustainable development becomes great concerns of all administrative levels, branches, nations in the world; is profoundly social mission associated with the strungle for peace and progress all over the world. This is a worldwide problem and one of the determining fators in the sussess of achieving the sustainable development; contributing to ensure the secure and political stability of all countries in the world. Since the 2002 UN World Summit on Sustainable Development in South Africa from 26th August to 4th September 2002, most countries in the world have made many efforts in resolving the pressing environmental issues and obtained certain results. However, it is still urgent, clearly risky and dangerous to the human life all over the world. Those are floods, earthquakes, oil spills, wildfires, lickage of toxic chemicals_ eradiation, unexploded bombs and mines, explosive materials, poisoning waste from industry and hospitals … which affect seriously the human health.

In the last years, the Party and State implemented many policies and measures to protect the environment; considered the environment protection as the mission of all the Party, the People and the Vietnam’s Armed Forces; the insaperable part of the country’s guidelines, policies and plans for social and economical development; the important basis of ensuring the sustainable development; successful implementation of the industrialization and modernization of the country. Accoding to the reports of environment status, the world in general and Vietnam in particular are facing many difficulties caused due to war, the rapid population growth, urbanization process while the voluntarily awareness of environment protection has not become the habit of most people. The forests continued to be destroyed and burnt down in some places. Minerals were exploited indiscriminately. Soil was washed away and degenerated seriously in several places. Biodiversity declines gradually. Surface water and groundwater were poluted and decreased. In the industrial parks and urban areas, all the air, soil and water were poluted. Environmental sanitation in rural areas was in alarming situation. Regulations on food safety were regularly violated. Environmental incidents still harmed the people and caused economic losses.

Environment protection is very important, pressing and necessary for our Armed forces because it is related with the readiness and building up the Vietnam Revolutionary Army to become professional, elite and step by step modernized. After the Law on Environmental Protection and the Decree dated September 01, 1995 of Government on the implementation the Law on Environmental Protection came into effect, The Minister of National Defence instructed the Directive No.769/CT-QP on deployment of the environment protection task in the Army, making the environmental protection task a widely movement in the Army. On implementation of the Directive No.36-CT/TƯ of the Poliburo on boosting the enviromental protection task during the process of industrialization and modernization of the country; grasping thoroughly the Resolutions (Session 8), Directive No.19 dated March 19, 1996 of the Central Military Party Committee and other resolutions, directives of the Minister of National Defence on the Army’s implementation of the environment protection, in the last years, the Army’s activities of enviromental studies and protection gained many achievements with encouraging results such as the environmental protection awareness of the cadres, soldiers and military personels increased significantly. Many units, factories, enterprises, academies, schools, warehouses, hospitals surveyed, assessed the environmental impacts and offered the solutions for decreasing the adverse impacts on the environment such as: investment on treatment of pollutants; fresh water supply and environmental sanitation…
